I'd recommend using the custom_installer option, which specifies a path
to a custom built installer image, which skips the verification step for
the installer.

With "custom_installer=/path/to/dir", it should search for the installer
files at:

  /path/to/dir/$ARCH/ or /path/to/dir/installer-$ARCH/current/

I don't really like the idea of simple-cdd adding workarounds for
incomplete mirrors.

In general, simple-cdd is designed to work with the official debian
mirrors, and only add a small number of additional custom packages or
configurations.
