It's hard for me to know the impact of this bug ... having looked at
quite a lot of broken symlinks recently, there are roughly three categories:
* breaks easily accessible stuff (/usr/bin/broken-link, -dev package not
depending on the corresponding shared library)
* maybe breaks stuff (like this bug), I would need to know the packages
much better to test whether an actual bug is producible
* (maybe) breaks documentation or just leftover unused stuff
It's probably OK to skip this for stretch unless you have other things
to fix as well or find a usability impact.
