This happens only in debian, in ubuntu lsb-base contains that file.
Btw, after a bit of studing it seems the best solution, so i filed a bug
in the lsb-base package

In the meantime i packaged splashy for edgy and it's there waiting for
reviewers: http://revu.tauware.de/details.py?upid=2914
I added:
Provides: userspace-bootsplash
Conflicts: usplash
This changes should be also in the upstream version (svn) IMHO. Please
tell me if i can commit these changes.

ubuntu version.
