[Splashy-devel] Bug#410897: Reads /proc/cmdline while /proc/ is not yet mounted

/proc/ is mounted in /etc/rcS.d/S02mountkernfs.sh but splashy tries to use it
in S01splashy to read /proc/cmdline.
