I suspect you are seeing an artifact of how insserv calculate
sequences.  Earlier versions created a combined dependency graph for
both start and stop sequences, and thus made it impossible to have
scripts show up in different order during start and stop.  This is a
variation of bug #458582, since fixed.  Which version of insserv are
you using?

If the new version do not get the correct ordering, i would like to
try to extract a test case to see if we can figure out why.

BTW: Any plans to convert splashy to use the progress bar API used by
initscripts (/lib/init/splash-functions-base)?
