[Stardata-common-devel] StarPlot and Spacechart .debs

Hi Francisco,

I finished looking at the StarPlot and Spacechart source packages.  I've
made a number of minor changes, as follows:

- - StarPlot:
	- Updated to debhelper version 5, as with gliese and yale
	- Added a postrm script that cleans up the /var/lib/starplot
	  directory on remove|disappear
	- Added a NEWS.Debian file about the stardata-common transition
	- Cleaned up the language in README.Debian slightly
	- Updated the gliese.spec and yale.spec files to the most recent
	  versions I have, from the StarPlot web site
	- Added myself to Uploaders

- - Spacechart:
	- Updated to debhelper version 5
	- Used dh_installman instead of obsolete dh_installmanpages
	- Added a NEWS.Debian file about the stardata-common transition
	- Cleaned up the README.Debian slightly, and deleted the section
	  of it about the gliese2spacechart.pl script (since that script
	  is now controlled ultimately by register-stardata)
	- Edited the spacechart.sh script so it creates gliese.dat (as
	  was the case in 0.9.5-9), not gliese.stars
	- Added myself to Uploaders
