[Stardata-common-devel] Changes in stardata-common package

Hello Javier, Kevin.

Finally I have made some changes and improvements to stardata-common
package.

I updated some files:
TODO, ChangeLog, doc/policy.txt and src/register-stardata.c (only
copyright years and version).

In case of doc/policy.txt I have made some changes with obsolete text,
and finally I decided don't rename stardata catalogues packages, so I
removed the text in the policy, are you agree with it?.

I have updated the Debian package too (not uploaded yet).
I added a doc-base file to register Policy. It was present in TODO as a
suggestion, and I thought it could be useful, isn't it?.

Please, I would like you take a look at it and comment if you find
something you aren't agree with. 
When we all agree I'll upload to archive.

All the changes are in CVS. Please review it.
