Short notice because of time constraints:  I really like your way to
have a strict terminology definition.  I (unfortunately) never spend the
time to do this in such a detailed an clear way but I'm happy you did.
I think I need to re-read it some times and do not have the time to do
so currently.

The only minor detail I stumbled upon:  Regarding bugs it is only the
number of bugs *closed* we can measure and adjust to a team.  The bugs
are reported by random users who can not necessarily be considered as
team members (even if about 10-20% of bugs are reported by team
members).  A raw estimation of the bugs opened are done by Debian QA
people who are running auto builds over the whole Debian pool.

I need to think about the other stuff which sounds really good.
