[update-manager-devel] localising error and debug messages

I'd put a simple rule of thumb:

If the content of a specific message would help the user to fix the
problem *without* needing to contact the developers, localise it.

If the content of a specific message is only really useful to the
maintainers via a bug report, format it in that way.

I don't think you can generalise across all error and debug messages -
it depends more on the message itself.
