We could use that to tag ITP-bugs agains wnpp for software that is
already in Ubuntu with a usertag "already-in-ubuntu", owned by
utnubu-discuss at lists.alioth.debian.org. I admit, the owner of the
ITP won't notice, but at least something like

http://bugs.debian.org/cgi-bin/pkgreport.cgi?tag=already-in-ubuntu;users=utnubu-discuss@lists.alioth.debian.org

would list all these package, and an old ITP with a package in Ubuntu 
might require attention.
