Some of the dependencies were either recently uploaded or are only  
available in unstable. He could surely upload it into experimental,  
but no one is forced to do this. I suffered from similar problems  
some time ago, too. Ubuntu gets newer Gnome libraries much faster so  
you could build new packages releases for it more quickly than you  
could for Debian. My package was stuck a long time in experimental  
just because some dependencies were not uploaded to unstable.

But no time for a rant: pycairo is in unstable since half a month and  
Gtk+ 2.8.0 or newer is still in experimental.
