Well, that is an interesting question. Mind to ask Scott (aka Keybuk) because 
this is really strange. But I would have an explanation:

Scotts tool diffs between the last ubuntu version and the last debian version.
It can happen, that his tool wasn't using the latest Packages database from 
debian sid. (which looks like that)

But to be sure, I would ask him. I'll poke him, when he is available.

And yes, it's very messy..
