Though there is no explicit maintainership in ubuntu, usually the person who
did the initial packaging has better knowledge and/or takes responsibility to
maintain this package.
OTOH these packages should also reflect, that they are maintained
cooperatively, so that nobody is "scared off" not to touch the package,
because it has an explicit maintainer listed.
What about setting maintainer to a list and co-maintainer to the person who
initially created the package?

Erm, I still have unstable installed as well (and a long time ago did even
initial packaging on unstable).
However I personally like the collaborative modell as in "Though I try to do
most of the maintainer work, if s.o. else can improve the package, just go
ahead".
