[Utnubu-maintainers] Bug#384905: bzrtools plugins do not register

hi, i just installed bzrtools, but unfortunately, none of the plugins
show up. i first noticed this with "bzr shelf ls":

bzr: ERROR: unknown command "shelf"

"bzr help commands" reveals no commands from bzrtools.

and, upon further inspection, i found no files in
/usr/lib/python2.4/site-packages/bzrlib/plugins/bzrtools/

any ideas?
