[Virtual-pkg-base-maintainers] Bug#408996: base: USB devices not detected when no USB device is connected at boot time

I still use ps/2 mouse and keyboard. I have 4 usb ports and
only use them with my USB printer and my USB pen drive.
They all work perfectly well (I can plug and unplug my USB devices
without any problem) as long as a USB device is connected at
boot time.

When no USB device is connected at boot time then the system can't
detect any USB devices:

 - tail /var/log/messages gives no messages when I plug in a USB device

 - cat /proc/bus/usb/devices only shows the EHCI and OHCI Host Controllers.

 - lsusb only shows the following:

    Bus 004 Device 001: ID 0000:0000  
    Bus 003 Device 001: ID 0000:0000  
    Bus 002 Device 001: ID 0000:0000  
    Bus 001 Device 001: ID 0000:0000
