[Virtual-pkg-base-maintainers] Bug#440573: base: whatever is creating /dev/root gives it the wrong permissions

Permissions of /dev/root after a reboot:

brw------- 1 root root 9, 1 2007-08-30 12:44 /dev/root

Permissions required for amanda to backup the filesystem:

brw-rw---- 1 root disk 9, 1 2007-08-30 12:45 /dev/root

udev gives block nodes the correct permissions, but apparently /dev/root is
not created by udev, and I can't find anything in /etc/init.d that creates it.
