I agree that this error message shouldn't be there. 

It's totally harmless but it's also a totally useless error message, which 
might confuse/scare novice users. I guess it's caused by the initramfs 
loading the pcspkr module and then /etc/init.d/module-init-tools doing the 
same.

I've opted for reassigning this bug to initramfs-tools, because I cannot 
really see a valid reason for this module be used in an initramfs - with the 
exception of support for accessibility. So maybe this bug should be fixed 
elsewhere - feel free to reassign further :)
