[Virtual-pkg-base-maintainers] Bug#639237: base: Wrong startup order

Issue is with the startup order. Let's asume basic LAMP server. In this case Apache web server is started up before MySQL or PostgreSQL database, not to speak about LDAP. All database processes hould be started during first stage of startup, because of dependency of apache web server or postfix or any other frontend process.
