[Virtual-pkg-base-maintainers] Bug#620270: base: Laptop Battery Charge Condition in Top Right Menu

I used my Laptop to 50% charge of the Battery.  When I applied the AC Adapter
to recharge the battery, the Top Right Menu Icon displays "Laptop Battery is
Fully Charged", but if I hover the mouse over the Icon and Left Click, the
Laptop Battery (68.7%) indication is displayed.

So, the actual Battery Charge condition is not used to provide any indication
of the battery % charge in the Top Right Menu when it is plugged into the AC
Mains for a recharge.
