This is covered in the manpage. Even if debootstrap was able to resolve
the task package, all the Recommends will be missing.

The way to use task packages is in a customisation script which uses
apt (just as Debian Installer does).

Correct. There is nothing debootstrap is going to do about this.
Equally, there is nothing vmdebootstrap needs to do about this as the
support already exists, with examples already available.

With a customisation script, this will work just fine because apt does
the work inside the chroot.
