[Webapps-common-packages] Bug#398469: bugzilla: process_bug.cgi improperly escapes html entities (ie. mail links aren't links) when bug changes.

Everything worked fine at version: bugzilla (2.16.7-7sarge1).

Now when the status of a bug changes the webpage
/cgi-bin/bugzilla/process_bug.cgi shows all html links as text instead
of links.  In otherwords you see the following VERBATIM:

<center>If you wish to tweak the kinds of mail Bugzilla sends you, you
can <a href="userprefs.cgi?tab=email">change your
preferences</a></center>

instead of centered text with a link to change your preferences.
