[Webapps-common-packages] Bug#398925: bugzilla: allow interaction via email

Bugzilla is very prejudiced against users without 1st world permanent
Internet connections.

There should be a way to interact with it totally via email, just like
the e.g., the Debian BTS. Indeed, one would like to use the familiar
Debian BTS email command set.

Currently bugzilla just sends out one way emails with no facilities
for dealing with somebody who would like to reply.

At least that is how it is in several big installations of bugzilla
I've seen.
