[Webapps-common-packages] Bug#411578: dpkg-reconfigure fails because it doesn't ask for mysql root password

Version: 2.22.1-2

when trying to reconfigure bugzilla, this always fails.

Only for the first time installing bugzilla, or after purging and
reinstalling it, the configure script asks for the mysql password.

But. it's not like this password is saved somewhere, it's just
forgotten and not asked again, and on reconfigure I always get:

 │ ERROR 1045 (28000): Access denied for user 'root'@'localhost'
(using password: NO)

I _use_ a mysql password, and I told it the first time when installing bugzilla.

This first install went through, but I have some other problem (maybe
another bug) - that's why I want to reconfigure.
But this fails, as the password is neither known nor asked for.
