[Webmin-maintainers] Bug#296534: webmin: Sarge shipped version claims to be on "Debian 3.0"

The file /etc/webmin/config in the non-Woody versions should say:
os_version=3.1
real_os_version=3.1

At the moment a freshly installed system will present itself as 
"Debian Linux 3.0".

(I don't know whether these variables carries any meaning in Webmin 
other than being cosmetical.)
