login as root, go to 'webmin' -> 'webmin users' then to 'change passwords'
for user root (user doesn't matter!).
i get:
passwd::acl_security_form failed : Undefined subroutine
&passwd::user_chooser_button called at
/usr/share/webmin/passwd/acl_security.pl line 17.
fresh webmin install on woody system. searched bts and found nothing.
severity is set to important as with this bug root can't restict any
password changing to any webmin-user. so this webmin-module is nearly
useless.

This version, which was in the Debian 3.0 "Woody" distribution is obsolete
now that 3.1 "Sarge" has been released. There will be no further
bugfixes for it so I am closing the existing bug reports. Even if you
cannot migrate fully to sarge, It is suggested that you upgrade to the
vesion of webmin in sarge, 1.180, as it is a lot better.
