I've tried to install a new theme via the Webmin Configuration section. The
theme installs successfully into the /usr/local/share/webin path but is not
available in the drop-down list of themes after installation. Copying the
directory to /usr/share/webmin allows the theme to be accessible but is not the
preferred solution.
I noticed that there is a config option in /etc/webmin/miniserv.conf called
extraroot_0 which is set to the path in /usr/local. I could find no
documentation about this option on the webmin website. It appears that themes
are not being properly loaded from this path.
