Correct. That's a limitation in the yaird design: An abolute minimal
initrd image is composed, based on your current setup. Only kernel
modules required to access your root filesystem is included on the
image, and only the devices needed are created.

You are right, that if you want to switch to using a different root,
then the approach with yaird is to prepare the new root,
change /etc/fstab to point to the new root, and only then generate the
initrd image.

If you want no surprises then use yaird. If you want flexibility then
use initramfs-tools.
