Hmm.  Something's definitely wrong on the machine.  I tried running
dpkg-reconfigure passwd to check the settings and saw this:

  no matching group file entry in /etc/gshadow
  add group `man' in /etc/gshadow? no matching group file entry in /etc/gshadow
  add group `plugdev' in /etc/gshadow? grpck: no changes
  Please correct the error and rerun `/sbin/shadowconfig on'

I recently upgraded the machine to unstable.  Perhaps something
happened during that process.
