Do you have perl installed (or more specifically, do you have
I18N::Langinfo on your system)?  It's an optional module that we
conditionally load.  If it's not loaded, input in locales other than
English doesn't work, unsurprisingly.

If you do have that installed, let me know and I'll dig through the
logic there - there were some recent changes, so it's possible I've
introduced a bug.
