[Apt-cacher-ng-users] apt-cacher-ng not caching?

I am running apt-cacher-ng 0.4.6-1ubuntu1 on an Ubuntu server
installation 10.04. It is configured to use its own apt-cacher-ng proxy
for updates, and the other machines in my home network use it too. I am
concerned that the cache is not working.

"neptune", the proxy machine itself, downloaded the following packages
in this month's update session:
Get: 1 base-files 5.0.0ubuntu20.10.04.4 [70.3kB]
Get: 2 apt 0.7.25.3ubuntu9.6 [1,827kB]

Fetched 5,884kB in 3s (1,511kB/s)

As expected the miss rate was 100%, since these are all packages updated
recently. 7.12 MiB of data were fetched, 166 requests.

I then updated "titania", another Ubuntu Server 10.04 with more or less
the same software setup. It fetched the following packages:
Get: 1 base-files 5.0.0ubuntu20.10.04.4 [70.3kB]
Get: 2 apt 0.7.25.3ubuntu9.6 [1,817kB]

Fetched 5,452kB in 3s (1,472kB/s)

Mostly the same packages. But the miss rate was still 100% (229
requests); another 12.35 MiB of data was fetched.

I've looked in the user manual but can't find what the log files are
called, or where they are, so I've not made any headway with debugging
this. Any pointers as to where to start would be very welcome.
