[Apt-cacher-ng-users] Using acng to serve reprepro prevents successful download

Hi all,

Has anyone else successfully used DontCacheResolved alongside
LocalDirs? I've only been able to use LocalDirs with caching enabled.

I still haven't managed to find the cause of this issue, but I can
eliminate most of the external factors I mentioned in my last email:

I reliably see the incomplete download over wired connection and with
a much smaller 144MB file on the local SD card too. The only remaining
factor I haven't eliminated is the armhf raspberry pi 3 hardware.

I also created a fresh stretch VM with the attached provisioning
script and while I can't reproduce the issue as reliably, it does
still happen sometimes (perhaps it has to do with clearing the cache
during change of config settings or something, but I normally restart
the service).
