I have also had this problem. I am using a Ubuntu 14.04.1 server install with
python 2.7.5, the 1.0.1ubuntu2.1 apt package and the apt-offline package from
the Trusty Tahr repository. In addition I had a problem with a message showing
that apt-get did not understand "--simulate". I tracked that to line
1489 in the apt-offline CoreLib file. For some reason, even tho the man page
says it should work, the only thing I could get to work was replacing
"--simulate" with "-o Apt::Get::Simulate=true." However it
still gave me a 0 byte sig file even when I ran that command as root in another
tty. If you have any ideas or would like me to try and track it further please
let me know. Thanks!
