Ubuntu Trusty has version 1.3. That version may have inherited the bug.

The bug was fixed in later releases.


Can you try version 1.6 from Debian repositories ?
https://packages.debian.org/experimental/apt-offline


I think you should be able to straightway install it, without any dependency
issues.
