It is still not installable:
as you see in http://packages.debian.org/unstable/devel/subversion
one package is missing in the archives:
 libneon24 (>= 0.24.7.dfsg)
    Package not available
So subversion will not install without this package (and the
package is also not in incoming).

With the documentation of new features, I think we can release the
package as 0.14.
