I see the web version as an additional fetch method.
I agree. The program could as: Which fetch method are going to use ?.
1. Web.
2. Python script.
3. Both.
If web is selected:
Created file aptziplist.htm
Click on http://.......... to upload the file to the server (this would open the default web browser, i.e. Mozilla).

I agree. Or with Debian, Google ....
Good work.
Other idea: I see some antivirus programs can scan the computer. What about a web scan page to detect installed programs. So, the user would not need to install a package in Debian, only web use.
