I would like to NMU autopkgtest

Hello,

it seems autopkgtest maintenance in Debian is a bit thin right now. In
Ubuntu we have piled up several patches to fix the worst issues, but
as this counts as "infrastructure" and a lot of DEP-8 tests are shared
between Debian and Ubuntu these days, I would like to push some fixes
to Debian as well, in particular:

 * #693540: Support versioned and alternate dependencies in
   debian/tests/control
 * #695797: Support folded dependencies
 * #686292: Fix "permission denied" error with --user

Would you mind if I do an NMU with these changes? They have been in
Ubuntu for many months now, and work well [1].
