I'm fine with either releasing basically what we have now as 1.3, or 
completing the dir layout *and* function/variable namespace roadmap items and 
then calling it 2.0.  Both of these are potentially major backwards 
compatibility breakers so I think they should both be done in 2.0 if we're 
going to do them.

The function/namespace thing should be a matter of voting/choosing and then 
some grunt work, but I'm not sure about how much work/discussion the dir 
layout changes would require and if there's a concrete plan or alternatives 
around just waiting to be executed or voted on.
