Here's some good documentation on blends: http://blends.debian.org/blends/
you might want to check the Debian Policy manual:
https://www.debian.org/doc/debian-policy/ especially look at: 10.7.5
User configuration files ("dotfiles").
The debian-blends mailing list is at:
https://lists.debian.org/debian-blends/ you are welcome to post there
for answers as well as to this list.
Finally, a post by Jonas:
http://lists.alioth.debian.org/pipermail/blend-fluxbox-devel/2016-January/000075.html
Right now, I am thinking a blend should contain only what is in the
repos and follow Debian policy regarding configuration. It is a
question I am still trying to get a grip on, since we will want to
configure a lot of stuff, but unless there is a plugin system, I'm not
sure how we will go about doing it.
