[Build-common-hackers] Per package DEB_DH_SHLIBDEPS_ARGS?

Shouldn't DEB_DH_SHLIBDEPS_ARGS be per package?  The debhelper manpage
seems to suggest that it should be.

This needed to solve 233776 properly.

When do the rest of us get commit access again, Colin? =)
