[Build-common-hackers] Bug#240574: Please check that cdbs is in build dependencies

While building experimental GNOME 2.6 packages on powerpc, I hit a number of
packages the changelog of which contained something along the lines of
'switching to CDBS', but the build dependencies of which didn't contain
cdbs. I think this would be a nice feature to prevent such trivial mistakes.
