Please could you add all (versioned) dependencies in cdbs?

For example, I read in debhelper.mk that cdbs requires debhelper >= 4.1.0,
but packages that build-depend on cdbs don't get this build dependency
immediately. I think this is impractical because it tends to generate FTBFS
bugs (dh_make sets debhelper >= 4.0.0 as default).

If you want to avoid cluttering the cdbs package with unnecessary dependencies,
you could for example split debhelper.mk out into cdbs-debhelper and have it
depend on the correct version of debhelper (same for other functionalities
in similar situation).
