[Build-common-hackers] Shortening the uploaders list

The following people have not done an upload of cdbs in the last two 
years and/or are known to have resigned from Debian:

Colin Walters <walters at debian.org>
Jonas Smedegaard <dr at jones.dk>
Chris Cheney <ccheney at debian.org>
Stefan Gybas <sgybas at debian.org>
Robert Millan <rmh at debian.org>

Therefore, I'm inclined to drop them from the uploaders list.  Everyone 
is of course welcome to join in this effort again, but I don't think it 
makes sense to present this long uploaders list to our users and fellow 
developers when these people are no longer really involved.
