The docs state:

Nevertheless, if you still want this feature, set the following variables:

    * DEB_AUTO_UPDATE_AUTOCONF
    * DEB_AUTO_UPDATE_AUTOMAKE
    * DEB_AUTO_UPDATE_LIBTOOL

What is missing is a description of *what* value to give these
variables.  From perusing the source, it appears that they should
be set to the version desired; e.g.

Nevertheless, if you still want this feature, set the following variables:

    * DEB_AUTO_UPDATE_AUTOCONF to the version of autoconf desired; e.g. 2.61
    * DEB_AUTO_UPDATE_AUTOMAKE to the version of automake desired; e.g. 1.10
    * DEB_AUTO_UPDATE_LIBTOOL to the version of automake desired; e.g. 1.10
