[Build-common-hackers] Bug#494288: dh_pycentral/dh_pysupport should run before dh_installinit

This ensures the code for python based daemons is being processed
correctly before the daemin is being started. Currently the postinst
fragment produced is:

[..snip..] 
# End automatically added section

# Automatically added by dh_pycentral
[..snip..] 
# End automatically added section

But it should be the oter way around.
