[Build-common-hackers] Bug#529396: cdbs: sets DEB_DESTDIR wrong in case of multiple binary packages

cdbs sets DEB_DESTDIR to debian/tmp in case of multiple binary packages.
This is not consistent with debhelper's behaviour, which is to act
on the first binary package. For instance, dh_installdirs creates
directories in debian/<first-binary-package>.
