Thanks for the bugreport.

CDBS is not debhelper, so you cannot expect it to behave the same.  CDBS 
provides skeleton makefiles for multiple build and packaging routines, 
one of them being debhelper.

So generally, CDBS balances consistency with itself and with defaults of 
the tools it provides skeletons for - without promising to follow all 
defaults of all tools (that would be impossible).

Perhaps if you provide an example of what you consider wrong behaviour, 
it is easier to discuss.
