You can mirror the Debian package repository.  You could also run DAK
(Debian Archive Kit) and feed it those packages.

This is currently done by wanna-build/buildd and sbuild.  You can get
a standalone sbuild from us, or the full suite from

http://svn.cyberhqz.com/svn/wanna-build

using Subversion.

I don't know what Ubuntu does.  You'll have to give some more detail
about what you want.  I'm also not sure what you mean about automatic
updating; this is usually a manual process done by the package
maintainer.
