I think I just ran up against this same bug.  I'm converting my Debian package
build workflow from pbuilder to sbuild and I have a custom
chroot-setup-commands.  This has been working on Ubuntu (where I use sbuild
exclusive) for a long while, but now fails on Debian.  I figure it has to be
the Ubuntu delta that enables it on that distro.
