Yes, you don't say that you changed the permissions within the chroot
to be able to reproduce the problem. I can still reproduce it easily with
a chroot using overlay:
$ sudo chown -R root:root /srv/chroots/sid-amd64-sbuild/var/lib/sbuild
$ sbuild -d unstable hello_2.10-1.dsc
sbuild (Debian sbuild) 0.67.0 (26 Dec 2015) on x230-buxy.home.ouaza.com
