even as the sbuild maintainer I do not know a way that lets sbuild *not* fetch
build dependencies. How did you achieve this?

There is a short-hand for the aboved

    $ sbuild -d unstable hello

This mode of operation is documented in the third paragraph of the DESCRIPTION
section in the man page.
